If you had $6.7 billion, how would you spend it?
Long-range transportation plans, such as Communities in Motion 2040 2.0, develop goals and forecast future growth, then identify transportation needs and projects accordingly. Plans must also identify funding available to pay for those needs.
Communities in Motion 2040 2.0 allocates federal funding to address identified ongoing maintenance needs as well as capital projects. It also lists projects funded with other sources to provide a complete picture of how the region is addressing its transportation needs. In total, Communities in Motion 2040 2.0 identifies $6.7 billion in funded transportation investments in Ada and Canyon Counties to 2040.
While $6.7 billion is a lot of money, there is not enough funding to meet all needs. Therefore, many projects are left unfunded. Learn more about unfunded needs.

What Types of Projects Are Funded?
COMPASS worked with its member agencies to identify all projects planned between 2018 and 2040 that use federal funds, as well as all capital projects on Interstate 84, state highways, and principal arterials, regardless of funding source, that have funding identified to pay for them. Together, these projects comprise the “funded” transportation system improvements listed in Communities in Motion 2040 2.0. In addition, locally funded projects on minor arterials are part of the “funded” transportation system, but are not listed in the plan.
Communities in Motion 2040 2.0 includes a capital investment of over $1 billion for transportation improvements, as well as funding for maintenance, operations, and similar expenses, for a total investment of $6.7 billion by the year 2040, including:
- Maintenance
- Roadway expansion, such as widening and intersection improvements
- Public transportation
- Bridge rehabilitation and replacement
- Safety projects
- Intelligent Transportation System (ITS), such as “smart” traffic signals
- Paved pathways
- Bicycle/pedestrian projects
- Studies, planning and special projects
- Travel demand management, such as van pool and ride-sharing resources
A list of non-capital federally funded projects for the first five years of the plan can be found on pages 7 – 8 of the Financial Plan. Similar long-term expenditures are factored into the financial forecast, but there is not a detailed long-term project list.
